I've previously read about hard forks and soft forks. I just could never find an answer to who/what/why a cap could be changed. It sounds like you're saying the it's simply the program/source/code that is the ultimate decider. Thanks for the reply and information. I now know more info to read further on.

I'm interested in the swelling amount of bitcoin buyers who have died, forgotten their account or cannot remember their account. I suppose that's similar to burying treasure and forgetting about it, but the baseline keeps growing. And the year of the mythical hard cap gets closer. Until, of course, some one at the levers says we need a new hard cap? Thus creating the same printing more money problem?
